You need to enable Use Emergency SOS first.
1. Go to
Settings > 
Safety & emergency > Emergency SOS.
2. Manage emergency actions.
• Tap
to enable Call emergency services. You can add an emergency call.
Note
If you enter a non-emergency number, your phone must be unlocked to use Emergency SOS and your call may not be answered.
• Tap
to enable Share info with emergency contacts. In an emergency, your real-time location and other information are automatically shared.
